Key Responsibilities: Market Knowledge Project Obligations & Planning Tender Documentation Management Client, Main Contractor & In-House Coordination Team Management Job Summary: Responsible for the daily execution of the tendering process, reviews and analysis of company risks associated with each tender, accountable for the collation and submission of the tender proposals in accordance with client Invitation to Tender (ITT) requirements. Secure a potentially profitable work stream for the business by ensuring that bids are prepared in a timely manner, are attractive to our customers, and meet the company's requirements. Communicates with other departments to ensure all documentation required is contained within the tender submission. Prepares work to be accomplished by gathering information and requirements; setting priorities. Prepares construction budget by studying plans; updating specifications; identifying and projecting costs for each elevation. Evaluates offers to purchase by costing changes, additions, and site requirements. Obtains bids from vendors and subcontractors by specifying materials; identifying qualified subcontractors; negotiating price. Maintains cost keys and price masters by updating information. Resolves cost discrepancies by collecting and analyzing information. Prepares draft tender documents to ensure all systems and components of the tender are included. Interprets & reviews system drawings to identify any difference to tender requirements and raise queries against specification. Construes and follows company tendering processes and procedures to ensure all aspects of tenders are met including relevant discipline codes and standards. Reviews the design outputs for compliance with contractual requirements. Gathers opinion of the project team and fabrication team on the engineering details to prepare final controlled documents of tender. Assesses the impact due to design changes and revision works due to client instructions. Ensures the project output meets the requirements of codes and specifications. Responsible for the filling of various tenders with all the formalities. Maintains quality service by following organization standards. Maintains continuity among corporate, division, and local work teams by documenting and communicating actions, irregularities, and continuing needs. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Contributes to team effort by accomplishing related results as needed. Assists the Estimating Manager in all matters relating to the financial and contractual aspects of the project during the full design stages for the project. Prepares BOQs and Preamble for all types of Method of Measurement. Also experience is all types of contract and preparation - remeasure, LS, EPC. Prepares BOQ as per authority standards and liaises with designer for all inputs. Liaises with the team to ensure prompt submittal and completeness of BOQ and ensures estimates are accurate and quality standards are maintained. Assists in the review, negotiation, and preparation of claim settlements with the client and the Engineer. Participates in the auditing (from Drawings and Manual Take Off sheets) and checks and records measurements of completed work from QS/Estimators and provides corrective actions to the team. Participates in the evaluation and recommendation of entitlement of Contractors claims for review and issuance. Participates in the preparation of all stages estimates with all supporting documentation. Advises the QS/Estimators on measurement procedures and calculation of interim and final quantities. Evaluates the unit rates for new work items and presents to the estimating manager for review with supporting documents. Assists in the preparation of variation engineering proposals & reports. Advises on contractual matters related to financial issues. Ensures completeness and validity of all contractual requirements. Participates in all commercial/Estimation presentations and meetings with Client. Maintains and streamlines all cost and quantity records. Evaluates the unit rates for new work items and presents to the PM. Participates in recording the details and monitors the day works recording and process. Prepares variation orders. Participates in the evaluation and recommendation of entitlement of Contractors claims for review and issuance by the Operations Manager. Advises on contractual matters related to financial issues. Ensures completeness and validity of all contractual requirements. Monitors the contractor's resource allocation. Prepares financial statements for monthly report. Partakes in the auditing of payments to Contractors. Checks and records measurements of completed work. Monitors contracts final cost estimates. Participates in the preparation of Final Account with all supporting documentation. Attends the pre-bid meeting & does site visit. Visits the work order ongoing site visit & prepares one scope of work & accordingly prepares the BOQ to submit to the client for approval. Maintains cost database by entering and backing up data.
