Job Purpose:
The Monitoring and Evaluation Officer will be based in the Field Office in Lahore, working under the direct supervision of the Team Lead Polio, with technical supervision from the M&E Specialist, Polio Section in Islamabad. This role is accountable for supporting the polio eradication initiative in Pakistan by providing professional expertise and assistance in:
Information/data collection
Statistics and data analysis
Monitoring & evaluation (M&E)
Preparation of reports
Communication and partnership
Implementing training programs for national and sub-national data collection, monitoring, evaluation, and research capacity building, with special attention to the interest, concern, and participation of primary stakeholders.
Duties and Responsibilities:
Support Provincial EOC ME and data team.
Support field monitoring including pre-intra and post-campaigns.
Support UNICEF team for data management and analysis, including data collection at the district/UC level, data cleaning, analysis, and developing graphs, charts, tables, and presentations for meetings.
Support and facilitate the implementation of the SBC monitoring framework through coordination and facilitation of the ICIMS system rollout, including deployment of data staff and implementing activities.
Build linkages in EPI/PEI Teams at the field level through project site visits for streamlining Zero Dose coverage data to be reported back to the synergy team.
Identify sites for integrated health camps along with the province and District team based on data analysis to ensure maximum reach to zero dose & missed children, and ensure monitoring of the whole process till completion.
Regularly update data trackers such as coverage, zero dose, and refusal rates.
Ensure accurate and effective usage of the Synergy Evaluation System (SES) application in Punjab.
Support in monitoring and evaluation of ISD/SBC strategy by active coordination with other sections and government counterparts.
Conduct impact analysis using SBC/M&E tools to draw best practices and lessons learned to assist in developing future plans.
Assess the impact of the programs and policies, and report on the progress being made.
Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.
Essential Requirements:
An advanced university degree (Master's or above) in statistics, project management, development planning, evaluation, or social science. A first university degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Professional work experience in M&E, data management, project management, and implementation including monitoring and evaluation activities as follows: a minimum of two years of relevant professional work experience.
Program implementation experience in health/immunization and polio eradication, and fieldwork experience is desirable.
At least one instance of exposure to emergency programming, including preparedness planning and active involvement in a humanitarian crisis response program preferred.
Fluency in English is required. Knowledge of the local provincial language is an added asset.
