Post Title:Director of Nursing, Beaumont Hospital Post Status:Permanent (Band 1 Director of Nursing) Department:Department of Nursing Location:Beaumont Hospital Reports to:Chief Executive Officer Salary:Appointment will be made on the Director of Nursing (Band 1) salary scale (€91,940 - €107,278) at a point in line with Government pay policy Hours of work:37.5 hours per week Closing Date:Friday, 01 November 2024 @ 12pm Position Summary The primary purpose of the role is to be responsible and accountable for the provision of nursing and to provide professional leadership for all nursing and allied health staff employed by Beaumont Hospital. This includes ensuring there is effective, patient centered professional practice in accordance with statutory professional and clinical governance requirements. As a member of the Executive Management Team, the Director of Nursing plays a full role in the delivery of the Hospitals corporate agenda with responsibilities for the delivery of aims and objectives. The Director of Nursing also holds corporate responsibility for the effective management of Nursing and Healthcare Assistants that support patient care and the nursing team. Responsibilities LEADERSHIP Define, develop and implement the strategic vision and direction for nursing and allied staff. Be accountable for ensuring maintenance of professional standards and statutory requirements as required by the Nursing and Midwifery Board of Ireland, (NMBI), and relevant Statutory Bodies. Provide strategic clinical leadership and direction for nursing and related services which results in the delivery of safe, effective, efficient, quality assured and patient-centered nursing care. Develop a shared sense of commitment and participation among staff in the management of change, the development of the nursing services and in responding to the changing health needs of patients. Develop and maintain effective working relationships with Directorate Nurse Managers within the Clinical Directorates providing professional advice, coaching and mentoring on all issues relating to nursing practice. Develop, maintain and review the nursing organisational structure within the context of overall organisational objectives. Be responsible for strategy and policy on practice development, education and professional duties imposed by statute or determination. Keep the Chief Executive appraised of any significant development within his/her area of responsibility and perform such additional duties as may be assigned from time to time by the Chief Executive (or other authorised officer). Ensure strong emphasis on multidisciplinary team work and development of same. Promote and maintain harmonious working relationships with management and staff within other divisions in the hospital. PLANNING Formulate policies on the selection, introduction and development of information and other systems for the nursing service. Develop a knowledge of systems used by nurses in other agencies and/or countries, including staffing, HRl, financial and patient information systems. Prepare an annual report on nursing and related activities and expenditure. Define objectives and identify major action plans for each nursing Directorate. Participate as a member of the Executive Management Team and contribute to the preparation of service plans. Assume responsibility for the management of all nursing services over a 24 hour period and ensure that systems are in place to support this responsibility. ADMISSION & DISCHARGE POLICY Develop and refine, (with Directorate Nurse Managers and Medical Consultants), operational policies, protocols and guidelines for the utilisation of beds and a systematic audit of bed usage. Develop the concept of collaborative care planning in conjunction with other healthcare professionals and multidisciplinary teams. Develop and implement proactive discharge policies and practices ensuring appropriate liaison with community care services. RISK & GOVERNANCE Ensure that all regulatory nursing requirements are in place including identification and management of all risks relating to nursing and allied healthcare staff. Direct the development of systems and control processes that establish safe and consistent delivery of services and monitoring/audit of standards of patient care. Ensure that remedial and corrective action is taken promptly when unacceptable risks are identified. Play the lead role in any formal dealings with the Nursing Midwifery Board of Ireland. HUMAN RESOURCE MANAGEMENT Develop and maintain appropriate staffing levels within the framework of the hospital budget and the Framework for Safe Nurse Staffing and Skill Mix in General and Specialist Medical and Surgical Care Settings in Adult Hospitals. Participate in workforce planning processes, including recruitment and selection processes, for the Senior Nursing Team and other key appointments as required. Ensure a Human Resource Management, (HRM), approach that promotes Beaumont Hospitals Code of Conduct and Behaviour, supports the provision of quality care, sets clear accountabilities, addresses performance deficiencies and provides a harmonious working environment for staff. Develop, monitor and review performance management/achievement processes for nursing and allied health staff which identify and support the performance and potential of teams and promote professional growth and development. Initiate the implementation of an on-going development and individual performance achievement process for the nursing executive team and foster a high level of morale among staff by effective motivation and communication. Participate in the formulation of relevant Hospital policies and procedures. Monitor the optimum and effective use of resources through rostering, skill/grade mix planning, workload measurement, staff profiling and deployment in accordance with standards established by the Taskforce on Staffing and Skill Mix for Nursing. Manage and participate in industrial relations issues relating to nursing and allied staff in consultation with the Human Resources Directorate. Promote and maintain a safe environment for staff, developing and overseeing implementation of Risk Management and Health and Safety strategies in consultation with appropriate key stakeholders. Promote and further develop the concept of Advanced Nurse Practitioner roles and expanded/enhanced roles for allied health staff. FINANCE Assume responsibility for the management of any assigned budgets, exercise sound financial management and assist in ensuring that expenditure and income targets are achieved. Actively participate in the development of an annual service budget, optimise management of revenue streams, monitor on-going budget performance and seek on-going efficiencies. Prepare annual financial estimates of nursing and related manpower, including education and training needs. Participate in the overall financial planning of the hospital including the assessment of priorities in pay and non-pay expenditure. Ensure expenditure is controlled within the budget and identify potential for efficiency saving through improved practices and innovation. Delegate, as appropriate, budgetary control and implement monthly expenditure audit systems. EDUCATION / DEVELOPMENT Foster a culture which promotes continuing professional development that empowers nurses and allied healthcare staff to achieve excellence in the delivery of safe, quality patient care. Develop an education, learning and development strategy for pre and post registered students and ensure alignment to the overall hospital strategy. Ensure that the direction and co-ordination of the School of Nursing is consistent with overall strategy and meets national criteria. Take responsibility for the development and implementation of pre and post registration nurse education & training programmes, evaluating suitability, quality and level of supervision of clinical nursing practice placements on an on-going basis. Ensure that in-service education programmes and on-going learning needs are continually assessed and met for all assigned staff. Liaise and co-operate with appropriate third-level education institutes. Monitor recent nursing research and new developments. Initiate, facilitate and participate in relevant nursing research and promote awareness of on-going and current research into issues affecting nursing. QUALITY ASSURANCE Ensure that the highest standards of clinical nursing care are in operation and that regular monitoring of nursing care is undertaken through multi-disciplinary professional audit. Develop a philosophy for nursing which reflects the hospitals commitment of the provision of a high standard of nursing care and which fulfils the expectation of the Patient Charter. Deal with complaints from the general public in accordance with procedures and policies. Maintain positive external relations including good collaborative working relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and/or participating in health care. Ensure adherence to all codes and guidelines relating to professional nursing practice and behaviour. Ensure the development of a patient care focus through the Hospitals Quality Assurance and Risk Management Strategies. The Beaumont Hospital Board may at its absolute discretion reassign the appointee at any time. KEY PERFORMANCE CRITERIA The extent to which there is patient satisfaction with nursing care. The effectiveness of financial management, in particular, ability to operate within the budget. The extent to which good working relationships are fostered and maintained throughout the nursing service and between nursing and other disciplines. The effectiveness of performance in relation to staff management and development. The quality and standard of nursing care. The extent to which service plan objectives have been achieved. This job description is an outline of the post as it is currently perceived by the hospital. The post holder will be expected to contribute fully to the determination of specific objectives. This job description will therefore be subject to change in detail and emphasis in the light of that contribution and of future development which may come about as a result of the implementation of measures in the Department of Health Strategy, Health Service Executive and the Hospitals Corporate Strategy. Qualifications Selection Criteria: Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria. Mandatory Requirements: 1. Statutory Registration, Professional Qualifications, Experience, etc. (a) Eligible applicants will be those who on the closing date for the competition: (i) Are registered, or are eligible for registration, in the General Nurse Division, and other divisions as relevant to the specific service, of the Register of Nurses and Midwives, as appropriate, maintained by the Nursing & Midwifery Board of Ireland (NMBI) (Bord Altranais agus Cnimhseachais na hireann). And (ii) Have 10 years post registration nursing experience and 5 years nursing management experience at a minimum of Clinical Nurse Manager 2 (CNM 2) level of which 3 must have been in an acute setting. And (iii) Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a National Framework of Qualifications (NFQ) major academic Level 8 or higher award maintained by Quality & Qualifications of Ireland (QQI) or can provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 8 or higher in a health care or management related area. And (b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office. 2. Annual registration (i) Practitioners must maintain live annual registration in the General Nurse Division, and other divisions as relevant to the specific service, of the Register of Nurses and Midwives, as appropriate, maintained by the Nursing & Midwifery Board of Ireland (NMBI) (Bord Altranais agus Cnimhseachais na hireann). And (ii) Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC). 3. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs. 4. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 5. Character Candidates for and any person holding the office must be of good character Desirable Criteria: Experience Experience of middle/senior management in a complex organisation. Experience of managing large professional teams underpinned by formal training. Successful management track record in a multi professional environment. Day to day people management including appraisal and objective setting, recruitment and retention. Management of large complex budget. Experience in strategic planning, development implementation including project management experience. Development Career progression through continuing professional development. Willingness to undertake training and development as identified in order to progress personal and professional development. Specialist Knowledge Workforce and capacity planning and knowledge of relevant frameworks. Knowledge and application of key policies and procedures to include access to services, Health & Safety, HR guidance and governance. Professional Knowledge Up to date knowledge of contemporary professional nursing including current trends in care delivery and therapeutic interventions. Understanding of current professional nursing issues. Demonstrate an awareness and understanding of nursing audit as relevant to nursing practice. Evidence of continued professional development. Good working knowledge of all relevant codes of professional practice. A high level of awareness of codes of professional practice for relevant non nursing professions.
