Scope and Purpose of the Post
· The General Manager ensures that the REO has the necessary support available to them in order to enable them to fully discharge the functions of the role.
Managing the administration and business generally of the HSE requires the REO to be supported in the discharge of their functions, and in the oversight of work which they have delegated to their direct reports (or to other senior managers).
· It also requires the REO's Office to operate at a high level to be effective in the organisation of their time and to manage all of the commitments of the EMT and others locally.
· Meetings attended by the REO require significant advance preparation and it is the responsibility of the Office of REO to ensure that the REO is furnished with all required papers, (including concise summaries of key information and up-to-date data) and that they are fully and accurately briefed well in advance of any required attendances.
· Managing correspondence will be a key function.
There are also significant demands on the REO's time outside of these core functions including individual meetings with EMT members and senior officials, clinicians, elected representatives, and with organisations funded by the HSE, regulatory bodies, other state bodies and with key stakeholders - including members of the public.
This is a Grade to Grade opportunity.
Candidates must have at the latest date of application:
• Significant experience at a senior level managing the application of control frameworks including experience in the design and evaluation of controls embedded within business processes, as relevant to the role.
• Successful track record of planning and delivering organisational change in a complex environment involving multiple stakeholders.
• Significant experience of monitoring risk compliance and performance reporting, as relevant to the role.
• Experience of managing and working collaboratively cross functionally with multiple internal and external stakeholders as relevant to this role.
• Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
• Experience of professional writing which has included some or all of the following - briefings for government departments or Oireachtas committees, parliamentary questions, FOI responses, reports etc.
• Experience of critically reviewing, proofing and editing professional writing including papers, reports, briefing notes and correspondence
• A record of managing a highly efficient administration
• A proven ability to develop, manage and deliver effective programmes of work, both through themselves and through others
• Significant experience in presenting and excellent presentation skills
• Experience in condensing and providing concise briefing papers
• An understanding of the political arena the HSE is working in
• The person will be the public 'face' of the REO office in terms of a public leadership and communications role
• Have significant experience of dealing with members of the public
Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
