Rail Operational Safety Manager - GCCEWI are supporting a leading European Consultancy who are seeking a Rail Operational Safety Manager for rail projects in the GCC. You will support the Railway Regulator in managing and coordinating activities related to issuing and renewing Safety Certification for railway operators and infrastructure managers. Ensure ongoing compliance with Safety Certificates to maintain a low-risk environment (ALARP). Duties & Responsibilities:Strategic:Lead role in advising the Railway Regulator on establishing safety certification legislation, plans, procedures, and regulations.Contribute to strategic planning and policy formulation.Safety Certification:Assess conformity with safety requirements for railway undertakings and infrastructure managers applying for or renewing safety certificates.Author railway safety legislation and guidance, involving stakeholders in the process.Contribute to drafting the country's Railway Laws within safety and certification.Develop and recommend best industry practices in railway safety.Operational:Liaise with staff on safety and railway regulation matters.Provide expert regulatory support.Conduct supervision audits of operators and infrastructure managers.Ensure compliance with safety standards and practices.Financial & People:Provide effective leadership in the safety certification process.Offer guidance and support to operators and infrastructure managers.Foster cooperation among stakeholders for an efficient approval process. Accountabilities: Ensure timely delivery of objectives, address schedule and performance issues within the safety certification team and implement viable action plans. Key Interfaces:Internal:Collaborate with staff, consultants, contractors, and subject matter experts.External:Liaise with governmental stakeholders, special advisors, suppliers, and regulatory bodies.Desired Profile:Hard Competencies:Bachelor's degree in engineering.Minimum 10 years' experience in Railway Safety and Regulations.Previous experience in a Railway Regulator role (5+ years) required.Professional training in railway safety, quality, and project management.Skills:Strong communication skills, particularly in political contexts.Ability to make complex decisions and manage high workloads.Analytical reasoning and problem-solving skills.Effective management and leadership abilities.Soft Competencies:Strong leadership and influencing skills.Teamwork abilities.Professionalism and cordiality.Innovation mindset.Effective presentation and facilitation skills.Proficient in leading and chairing meetings.
