Principal Advisor - Systems Strategy and Advocacy

Delivering Auckland's transport solution on such a mammoth scale is no mean feat and we need a talented team to ensure we are up to this task.  We are seeking a  Principal Advisor- Systems Strategy and Advocacy to produce, as part of the Transport Systems Strategy and Policy Group, key strategy and advocacy work relating to Auckland's overall transport system.  Te Whiwhinga mahi| The opportunity Key Tasks will include:
  • The development of Auckland Transport System Strategy to meet Auckland Council direction and expected outcomes
  • Input to the Tamaki Makaurau Joint Transport Plan
  • Development of the Regional Land Transport Plan
  • Oversight of Programme Business Case development for system wide programs involving our partners, such as the rail network
  • Producing the transport systems indicators framework
  • Policy advocacy to central government and other partners - particularly on elements of proposed legislation
Within this, the specific work is likely to include:
  • Managing key governance processes, including ensuring delivery of advice to Board and Council committees in the correct sequence
  • Writing advice to the AT Board and Transport and Infrastructure Committee on strategic issues
  • Representing the Transport Systems Strategy and Policy Group on internal and external working groups
  • Technical work developing the plans and strategies themselves.
  • Responding to customer letters and LGOIMAs
  • Stewardship of the Regional Transport committee
The role will require a relevant tertiary degree and/or post graduate qualifications. The following is desirable:
  • Strong experience in the transport sector, with public sector experience preferred, especially in:
  • planning or strategy development; & / or
  • capital programme development, including application of prioritisation methodologies, and familiarity with NZTA procedures; and / or
  • business case development, particularly Programme Business Cases; and / or
  • policy and funding advocacy, particularly to central government agencies.
  • Demonstrated experience in leading the delivery of cross-departmental or cross-agency strategy or complex public policy documents / or processes.
