Quality Control Lead

We have a 2year hybrid Quality Control Lead contract that may be extended by our client for another year. The anticipated start is mid2024. The Quality Control Lead shall perform work remotely but periodically may be required to perform work onsite at our client offices in Sacramento California. The Quality Control Lead acknowledges that onsite work may be reasonably required and agrees to collaborate with our client as needed to determine a schedule for onsite work when necessary as required by our client to successfully provide the necessary services. The Quality Control Lead must perform all work within the contiguous United States. Our client system is composed of an amalgamation of component applications that were developed at different times using multiple now obsolete coding languages platforms and technologies. To implement a more modern system our client has undertaken a replacement project. The project is currently in the planning phase. The project execution phase is anticipated to start mid2024. The execution phase is expected to last approximately 27 months with the project transitioning to maintenance and operations in late2026. The project is a medium to high complexity Information Technology project involving information system development integration data conversion and deployment. Our client is seeking a Quality Control Lead for the replacement project Quality Assurance/Quality Control (QA/QC) and User Acceptance Testing (UAT) test efforts under the direction of Projects Quality Assurance/Testing Manager. The Quality Control Lead will assist with planning monitoring controlling executing and assuring quality of the replacement project processes and work products including the UAT processes. Additionally the Quality Control Lead will monitor third party testing activities like system testing performance testing etc. The scope of work shall also consist of performing and monitoring regression testing of the replacement project system. Minimum Qualifications

• A bachelors degree in an Information Technology related or Engineering field. Additional qualifying experience may be substituted for the required education on a yearforyear basis.
• 5 years of experience in electronic data processing systems study design and programming.
• 3 years of 5 years of experience in electronic data processing systems study design and programming must have been in a lead capacity.
• 3 years of experience managing Quality Control and Quality Assurance for a large and complex Information Technology system (a large and complex IT system is defined as: at least $20M in total project cost; a solution that has at least one hundred (100) internal end users and one hundred thousand (100000) external users; and a solution that provides a secure data exchange interface with multiple external systems) project which includes:
  • Maintaining the projects Quality Management Plan.
  • Managing QA/QC activities including providing updates to the projects integrated master schedule.
  • Developing measuring and maintaining test matrices for all types of testing coverage reporting testing progress to plan (e.g. velocity) and providing testing metrics that demonstrate overall system quality.
  • Identifying lessons learned for the QA/QC engagement.
• 3 years of experience leading and overseeing a user acceptance testing team for a large and complex Information Technology system that leveraged software development lifecycle methodologies such as waterfall hybrid agile etc. including experience with user acceptance test strategies test plans test scripts and testing tools.
• 3 years of experience implementing test methodologies such as system testing regression testing and system integration testing. This experience must include creating test plans generating and maintaining test cases and other testrelated documentation such as test results test statuses and defects.
• 3 years of experience leading and overseeing external interface testing efforts on a large and complex Information Technology system.
• 2 years of experience using automation testing tools such as SoapUI Katalon Selenium and Postman.

• 7 years of experience in electronic data processing systems study design and programming.
• 4 years of 7 years of experience in electronic data processing systems study design and programming must have been in a lead capacity.
• 1 year experience with a California state agency or department performing quality assurance and/or testing activities.
• 3 years of experience as a test lead coordinating and collaborating with a prime vendor/system integrators development and testing team.
• 3 years of experience developing test case scenarios to perform positive and negative testing of requirements to ensure forward and backwards traceability.
• 3 years of experience using Microsoft Azure DevOps to manage the endtoend test process including developing real time reports configuring test activity dashboards etc.
• 2 years of experience creating reports using Microsoft Power BI tool or equivalent.
