OverviewThis position isphysically located in Qatar in support of LOGCAP*** Undersupervision of Fire Chief: Responsible for providing assistance tothe designated Fire Chief under broad direction, manages theadministration of the training, safety and fire protection programswithin the Fire and Emergency Services (F&ES) department.Develops, implements, and manages the training, p lans, organizes,and directs all fire protection activities throughout base camps,facilities, and tents. Services include conducting fire inspectionsand providing firefighting support devices, such as fireextinguishe rs, signage, a nd smoke detectors. All programs areconducted in a manner to ensure compliance with AR 420-1, ArmyFacilities Management, Chapter 25, Fire & EmergencyServices and USG policies, DoDM 6055.06 as well as National FireProtection Association (NFPA) standards as prescribed by DoDinstructions, Army regulations.ResponsibilitiesThis positiondescription is subject to change at any time as needed to meet therequirements of the program or company. Directs a professional teamencompassing a range of functions within the discipline. Evaluatesstaff, comparing objectives and achievements in the assessment.Coaches employees in their professional career development andprocess improvements. Manages F&ES Training Program and isresponsible for the development of the department's AnnualTraining Program per DOD Instructions. Works with training officersand other department leaders to develop training programs tosupport fire department statement of work requirements, inaccordance with NFPA, Army, and other applicable regulations.Performs detailed needs analysis using response data developingspecific training programs to support department operations.Ensures competency of personnel by evaluating effectiveness oftraining programs and administrating DOD F&ES CertificationProgram, where applicable. Develops job performance requirements,lesson plans, training schedules, instructional methods, andinstructional media and curriculum, and evaluation instruments.Performs fire ground/emergency management functions, Safety Officeror other positions as required. Develops, manages, and oversees theFire Department Safety Program in accordance with NFPA 1500.Coordinates training program efforts with Shift personnel, andinstallation agencies. Develops contacts and leads for trainingresources. Provides instruction to firefighters, installationpersonnel or civilians as required. Attends, participates, andplays a leadership role in community events in order to enhance theimage of the Fire Department. Analyzes fire preventionprogram's effectiveness, determines trends and problems,and formulates corrective measures. Performs project and planreviews to ensure Life Safety Code and Fire protection systems areIAW policies and guidance and respective UFC and/or NFPA criteria.Establishes and maintains a fire extinguisher exchange program forinstallation facility fire extinguishers. Conducts FacilityManager, Fire Warden and other fire prevention training as neededto base populace. Work with PWD Engineers as a team to conductfinal acceptance inspections on all new construction, sustainment,and renovation projects for compliance of life safety and fireprotection devices. Provides policy recommendations to installationLeadership to maintain fire protection systems, components andprovides guidance and professional advice on the overall fireprevention program. Establishes procedures to maintain appropriatedocumentation on the inspection and testing of wet pipe sprinklersystems in facilities on the installation. Performs scheduledaudits of approved and qualified sub-contractors who providemaintenance of fire protection systems located on the installation.Lead and/or participate in emergency exercises as required by theFire Chief and/or Installation Leadership. Perform self-audits forcompliance of procedures and document for auditing purposes.Develops and maintains documentation of all annual facility fireinspections. Participate in Safety and Health Audits. Works withinstallation agencies to formulate long range strategic goals asthey relate to fire prevention and fire protection of personnel,facilities, materials, and equipment. Ensures fire investigationsare conducted as required under AR 420-1 specifications. Providesinvestigation reports are provided to the Contractor OfficerRepresentative (COR). Performs other duties as assigned.Qualifications Minimum Qualifications: Education/Certifications:One-year related experience may be substituted for one year ofeducation, if degree is required. An Associate's or higherdegree in fire Science or related fields is preferred. Must meettraining and certification requirements outlined in DODM 6055.06.Required to have either DoD, IFSAC or ProBoard F&ESCertifications: Fire Officer III, Fire Instructor III, FireInspector III, Hazardous Materials (HM) Incident Commander, (HM)Operations, Airport Firefighter, Driver Operator -Pumper, Public Fire & Life Safety Educator and PlansExaminer I. Ability to obtain host nation driver license. Must beSecret Clearance eligible and/or able to obtain a Secret ClearancePreferred Certifications: Fire Investigator and Fire Officer IV.Experience: Approximately five (5) years combined experience in alocal authority, civil aviation or military fire service required.Two years at the supervisory level. Must have in-depth knowledge ofand experience implementing the NFPA code. Skills: Knowledge ofcurrent national and international trends and developments relatedto fire service organization, management, and administrativeprinciples required. Knowledge of public and private organizationsthat support the Fire and Emergency Services and the functions ofeach. Advanced knowledge of Fire Department training and educationprograms. Training: Information Assurance, CPR/AED and First Aid,Fall Protection, Confined Space, and Respiratory Protection.Supervisory Skills. Directly provides oversight of personneltraining performance. Working Conditions: Must be capable ofworking in an extreme weather condition with temperatures exceeding120 degrees Fahrenheit. Indoor and/or outdoor environment with veryadverse and harsh conditions (i.e., hot, dry, dusty, desertenvironment with average temperatures of 30 degrees Fahrenheit inthe winter and 130 degrees Fahrenheit in the summer months).Includes some industrial production environment conditions as well.Physical Requirements: Medium work. Exerting up to 100 pounds offorce occasionally, and/or up to 50 pounds of force frequently,and/or up to or greater than 20 pounds of force constantly to moveobjects. Work may require heavy lifting, stooping, climbing,prolonged standing, prolonged sitting, and working with or in areaswhere a potential could exist for exposure to physical, chemical,or biological agents. Employee use of personal protective equipment(PPE) is required for some situations. PPE includes, but is notlimited to, head, foot, torso, respiratory, vision, and hearingprotection devices.
