The role will also be responsible for leading initiatives that will improve TI Corp's procurement capacity, contract management approach, and risk management.Key Accountabilities:Accountable for the development and implementation of strategic priorities and initiatives for continued improvement in procurement and contract management.Oversees the alignment of TI Corp's procurement and contract management with the Province's procurement and contract management policies and requirements.Provides contract management advice in line with the Core Policy & Procedures Manual and international trade agreements, solicitation guidelines, First Nations procurement, and contract management guidelines.Drafts, implements, and manages procurement and contract management policies, processes and procedures.Documents procurement policy, process and procedures, identifying gaps and process improvement opportunities, and making recommendations for changes and improvements.Provides procurement oversight, guidance and support for all projects and corporate.Responsible for all reporting on procurement activities, in keeping with the employer's responsibilities.Develops and leads a high-functioning team of procurement and contract management employees including mentorship and career growth support.Works as a partner for TI Corp's projects and corporate teams to ensure business priorities are achieved.Monitors changes in case law and advises management and executive on emerging legal precedents, resolves potential legal issues and determines when legal counsel advice is required.Manages the approval process for procurements, new contracts, and amendments to existing contracts, making recommendations to senior staff on contracting plans.Responsible for developing and implementing training materials related to procure and contract management.Responsible for establishing and maintaining relationships with all project and corporate executives to ensure that operational needs are being addressed and to be organizationally aware to respond to fluctuation.Qualifications:Undergraduate degree and extensive experience in leading large, complex procurements with multi million-dollar budgets and diverse stakeholder groups. Preference may be given to a professional accreditation in a procurement-related discipline (e.g., CPPO, CPPB, IACCM and SCMP).Significant experience in the full procurement life cycle and analyzing complex issues, evaluating options and recommending solutions.Experience advising a diverse client caseload on contract management and procurement in a risk-based environment.Management experience in a leadership role, preferably in a public sector procurement environment.Experience developing facilitation guides, lesson plans or practice guides and planning and implementing training campaigns.Ability to build positive business relationships with staff and stakeholders.Strong organizational skills to perform and prioritize multiple tasks with attention to detail.Notes:You must be legally authorized to work in Canada.Collection Notice: If you apply for this position, your personal information is collected by Transportation Investment Corporation pursuant to 26(c) and 26(e) of the Freedom of Information and Protection of Privacy Act for the purpose of recruitment.
