Background The Technical Support Services (TSS) Activity supports USAID/South ern Africa and the Regional Health Office (RHO) in addressing technical priorities and developing creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.  Description of Position The Project Officer : Communications will support strategic knowledge capture, generation, and dissemination for enhanced programming, as well as TSS support to articulate the value-add and contribution to epidemic control by USAID/South Africa, USAID regional health offices (including but not limited to RHO, Botswana, Eswatini, Lesotho, and Mozambique), and their implementing partners. They will support the development and dissemination of compelling communications and knowledge products using various technologies and mediums to showcase key program results to priority audiences and facilitate information access and sharing. They will promote communication s and knowledge management best practices, including standard systems, processes, platforms, and technology. The Project Officer : Communications will support routine TSS Activity reporting to USAID and provide communications quality assurance across all TSS projects, contributing to the consistency and quality of deliverables. Duties and Responsibilities Support the development of strategic communications and/or learning products, such as toolkits, newsletters, fact sheets, presentations, and audio/visual promotional materials, working in close collaboration with TSS team members . Support the conceptualization, development , editing, design, and overall quality control of communication s products for the TSS Activity, USAID, and other implementing partners. Support the development of reports on TSS activities and achievements (including quarterly and annual program reports) , working in close collaboration with TSS team members . Project manage communications and/or knowledge management activities provided to USAID, including liaising with various stakeholders, coordinating internal and client-facing meetings and communication, monitor ing work plan progress , and ensur ing production of high-quality deliverables which are submitted on time and on budget . Collaborate with team members to identify/develop, strengthen, and maintain effective communications and knowledge management practices , systems , tools, and technology .  Support the maintenance and/or development of knowledge management platforms, such as Google Drives and Sites. Develop and maintain detailed communications and knowledge management documentation, including guidance documents, standard operating procedures, and training materials.  Support with recruitment to expand Panagora's bench of global technical, program, and operations professionals with expertise across the health portfolio, as well as with technical experts' onboarding/offboarding , and ongoing engagement and management, including leveraging their skills and expertise across TSS.  Other activities as assigned. Requirements Requirements Advanced degree in communications, journalism, public health, or a related field , or equivalent experience . 5+ years of experience in the health and development sector in southern Africa. Experience with donor-funded programs (such as USAID and/or PEPFAR ) preferred. Demonstrated experience in producing high-quality communications and knowledge products for key stakeholders. Excellent written and verbal communications skills , with the ability to adapt messaging to various audiences in English. Strong technological proficiency , including extensive capacity in using both the Microsoft and Google suite s of tools particularly PowerPoint/Slides. TSS operates extensively within Google Workspace , as does USAID . Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
