External candidates* The recruitment process for National Officer positions is subject to specific local recruitment criteria. The ILO may only offer a contract to persons who have a valid residency status and work permit in Turkey. Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given at the first step of the grade. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. *Conditions of employment for external candidates:

  • In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.

    Introduction

    The ILO commits to support decent work for all, including migrant and refugee workers, by promoting rights at work and decent employment opportunities, enhancing social protection and strengthening the social dialogue. The ILO in Türkiye has been supporting refugees’ access to decent work opportunities since 2015 and adopted a comprehensive, holistic and integrated Refugee Response Programme. The overall objective of the Project is to strengthen the resilience and social cohesion of refugees and host communities in Turkey by promoting access to decent work and sustainable livelihood opportunities. Objective 1: Refugees and host community members have better access to the labour market and remain in employment through improved employability and employment services and enhanced social cohesion. Objective 2: More and better income opportunities provided to refugees and host communities through sustainable income generation and job creation. Objective 3: Working conditions of refugees and host communities improved through enhanced labour market governance and enforcement. The overall project objectives of the project are designed in line with the Outcome of the P&B 2022-2023 with a specific- reference to Output 7.5 on “increased capacity of constituents to develop fair and effective labour migration frameworks, institutions and services to project migrant workers”. The Green Economy Officer will assist the Programme Officer (project coordinator) and will undertake the below mentioned duties. 2. Reporting lines The Green Economy Officer will report to the Programme Officer (project coordinator) under overall supervision of the Director of the ILO Office for Türkiye.

    Description of Duties

    1. Be responsible for the technical, procurement processes and administrative implementation of the pilot programming on employment opportunities in green economy and agriculture for refugees related component of Decent Work Opportunities for Refugees and Host Communities in Türkiye” project. 2. Review and analyse the country’s specific development plans and priorities,and socio-economic data, reports and other relevant information with particular reference to green economy and green jobs. Keep abreast of the global and ILO agenda on green jobs and just transition with a view to identify potential technical cooperation areas and provide written analysis on the findings to the Country Director. 3. Prepare work plans, progress and final reports of the relevant project activities and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities. 4. Monitor progress of the relevant project activities related to green economy and jobs by preparing, reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. 5. Collaborate with relevant officers in the Office and follow-up with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets of relevant project activities. 6. Assist in the programming and control of resources of the relevant project activities, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions. 7. Provide programming and administrative support including procurement process of the project activities in the area of green economy and green jobs under Outcome 1 and 2. Actively participate in and provide inputs to employment related interventions in agriculture and green economy. 8. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others. 9. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials. 10. Participate in interagency fora and meetings, especially in UN Result Group 6 “Climate Change, Sustainable Environment and Liveable Cities” as well as other UN working groups in the area of green jobs and just transition with a view to identifying areas of common interest 11. Support in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the relevant project activities of the Project. 12. Perform other duties as may be assigned by the Country Director.

    Required qualifications

    Education

    First level university degree in economics, political sciences, international relations, development studies, social sciences, engineering or related fields.

    Experience

    - Minimum of two years of professional work experience in programme and/or project planning, monitoring, implementation and evaluation activities. - Good knowledge and experience on climate change, green economy, green jobs, just transition and social policies. - Proven knowledge of procurement will be a strong asset. - Proven working experience in implementation of environment related projects and working with vulnerable groups including refugees would be an asset.

    Languages

    Excellent knowledge of Turkish and English.

    Competencies

    In addition to the ILO core competencies [Integrity and transparency, Sensitivity to diversity, Orientation to learning and knowledge sharing, Client orientation, Communication, Orientation to change, Takes responsibility for performance, Quality orientation, Collaboration], this position requires: - Good knowledge of programming and results-based management (RBM) principles and concepts. - Knowledge of the programming cycle (planning, monitoring, reporting and evaluation). - Knowledge of resource mobilization. - Political awareness and understanding of socio-economic factors. - Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution. - Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office. - Ability to interpret and work within applicable rules, regulations, policies and procedures. Research and analytical skills. - Drafting skills. - Ability to maintain effective working relationships with key stakeholders. - Ability to manage competing priorities. - Ability to adapt quickly to new software and systems. - Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitude.
