Our client the Approved Housing Bodies Regulatory Authority (AHBRA) is seeking a Head of Regulation (Regulatory Oversight & Communication – Assistant Principal). This is an exciting, senior management position in the Approved Housing Bodies Regulatory Authority (AHBRA), which seeks a senior manager with significant regulatory expertise to join its team. The person appointed will perform a key leadership role ensuring proactive management, regulatory oversight and continuous delivery improvement. The person appointed will demonstrate a strong personal work ethic, alongside excellent communication and coaching skills. The Head of Regulation will lead on distinctive and challenging regulatory decision-making in a fast-moving and high-profile environment, dealing with important regulatory matters, data analysis, risk evaluation, stakeholder communications, and management of regulatory oversight matters. AHBRA welcomes applications from high-calibre candidates who have demonstrable expertise and experience in the areas of regulation, audit, statutory supervision and enforcement in a senior role. The Role: The Head of Regulation will play an integral role in driving forward AHBRA’s key objectives and contribute to the wider regulatory framework of AHBRA. They will be required to communicate effectively at a senior level across a broad range of stakeholders, as well as providing strategic input to the regulatory functions of AHBRA. Duties and Responsibilities

  • Successfully lead and manage the regulatory oversight function, including the notifiable events, concerns, and annual monitoring functions
  • Provide strong leadership in relation to staff and team development, demonstrating and embedding knowledge and expertise relating to the regulatory functions
  • Lead a team which delivers effective and timely management, and analysis of large, varied and complex information, ensuring the highest standards of risk evaluation are applied
  • Work collaboratively with senior managers in other areas of AHBRA to advance the identification of key strategic, legal and regulatory matters and to develop organisation-wide solutions and approaches
  • Build effective and appropriate working relationships with key external stakeholders to further AHBRA’s objectives and statutory functions
  • Implement effective management information systems and practices to advance and embed AHBRA’s information and decision-making frameworks
  • Lead on the delivery of AHBRA’s communication functions, including the AHB sectoral analysis, annual reports, events management, and communications programmes
  • Provide advice and expertise relating to the regulatory framework to the executive, board and key stakeholders
  • Management of allocated budget ensuring effective use of financial resources
  • Implement effective and integrated regulatory policy and procedures
  • Represent AHBRA in an informed, professional and credible manner both internally and externally.
Eligibility Criteria Applicants must, by the closing date of application, possess the following:
  • A relevant third level qualification (degree level) or a professional qualification relevant to the role, and
  • Five years relevant experience in management, and
  • Experience of at least 5 years working in a regulatory, compliance, audit, investigation, or relevant enforcement role
Essential Requirements
  • Possess the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
  • Significant demonstrable experience in risk management evaluation in connection with regulatory oversight, investigation and enforcement activities
  • Demonstrated experience in a regulatory environment including evaluating and analysing information to enable informed decision-making
  • A track record of delivering results at a senior level in a regulatory, compliance, enforcement, audit or assurance-based environment
  • Excellent oral and written communication skills, including the ability to communicate outcomes from complex analysis to a wide range of audiences
  • Demonstrable ability to communicate effectively with senior executives
  • Proven ability to lead a team, proactively utilising the skills and experience of team members in the most effective way
  • Demonstrate prior experience of ensuring high-quality service delivery in a fast-paced environment by effectively managing constraints
  • Strong understanding of the principles of regulatory oversight
Desirable Criteria
  • Strong experience in managing regulatory reporting frameworks
  • Proven experience of managing and developing a team
  • Ability to manage multiple priorities effectively across a range of business areas
  • Effective stakeholder engagement and management, including negotiation and influencing skills
  • Experience of delivering effective change management
  • Excellent strategic planning and organisation skills
  • An understanding of the Housing (Regulation of Approved Housing Bodies) Act 2019 and the current context within which AHBRA operates
