Our client Coimisiún na Meán (“An Coimisiún) is Ireland’s new commission for regulating and supporting broadcasters and online media. Coimisiún na Meán are currently accepting applications for a specified purpose contract in the position of Head of Governance (Risk Management andPolicy). About This Role Role Purpose Coimisiún na Meán (“An Coimisiún) is Ireland’s new commission for regulatingand supporting broadcasters and online media. As Head of Governance (Risk Management and Policy), reporting to the Director of Finance and Governance you will work with the Head of Governance (Information Management and Policy) in leading the Governance function within the Corporate Governance function of CnaM. As the organisation continues to expand and evolve, it is likely that flexibility in regard to the allocation of specific duties will be necessary. Accordingly, the list of duties specified below is not intended to be exclusive or restrictive and duties may be added or withdrawn. Key Responsibilities Risk Management
- As An Coimisiún’s Chief Risk Officer, you will be required to report regularly to the Commission and the Audit and Risk Committee on key strategic and organisational risks working closely with Risk Owners to identify, manage and report on status of risks and related mitigating action.
- Lead the implementation of An Coimisiún’s governance software to ensure that An Coimisiún has robust external and internal governance accountability, risk and reporting systems.
- Lead the updating of Coimisiún na Meán’s Risk Management Policy and Risk Appetite Statement to ensure that it appropriately reflects the current strategic and operational risks which may be encountered by the organisation.
- Lead the development and roll-out of risk management training across the organisation.
- Lead the design, development and implementation of a Governance framework and strategy for CnaM to ensure compliance with statutory governance requirements and the Code of Practice for the Governance of State Bodies.
- Lead the implementation and continuous review of An Coimisiún’s Governance policies and procedures.
- Work cross-functionally to support the design and ongoing management of An Coimisiún’s Governance processes.
- Coordinate the roll out of the annual internal audit plan in conjunction with outsourced internal audit providers including agreement on Statements of Work, ensuring timely updates and reports are brought to the Audit and Risk Committee.
- Lead the implementation of An Coimisiún’s FOI policies, procedures and template documentation and lead the development and roll-out of FOI training across the organisation.
- Manage the implementation of An Coimisiún’s Protected Disclosures policies, procedures and template documentation and support the development and roll-out of Protected Disclosures training across the organisation
- You will also be required to be part of the FOI team for FOI requests in the capacity of Decision Maker/Reviewer. Previous experience in this role is preferable but additional training can be provided if necessary.
- Manage staff working with the Governance team and identify the skills and training requirements needed to ensure the organisation can deliver high quality and responsive Governance across all areas of operation.
- Role model Performance Management development for staff developing the skills requirements of the team and mentoring and coaching team members to develop their potential.
- Liaise with the People and Organisational Development team to ensure appropriate Governance updates and training are provided to all staff
- Significant (3-5 years) post-qualification experience in a senior management role.
- Experience in identifying and managing risks and implementing systems to mitigate and manage risk effectively.
- A proven track record in successfully managing change and transformation including devising and implementing innovative delivery models and fostering a culture and practices of continuous improvement through innovative thinking.
- A proven ability to contribute to general senior management and strategic issues outside of the confines of the function.
- A proven track record of leading, managing and developing diverse teams, ideally within a public sector organisation.
- Excellent communication skills and proven ability to build positive relationships with stakeholders at all levels.
- Demonstrable knowledge and appreciation of the statutory, regulatory and policy framework under which CnaM operates.
- A degree in a relevant discipline or other related third level qualification would be an advantage.
- Project Management certification.
- Experience and or/understanding of the Irish public sector and the Code of Practice for the Governance of State Bodies.
